Lower Columbia Rotaract & the Spirit Lake–Toutle/Cowlitz River Collaborative
Lower Columbia Rotaract is a student-led service and leadership organization committed to community engagement, environmental stewardship, and collaborative problem-solving in Southwest Washington. Through partnerships with regional agencies and nonprofits, Rotaract members contribute time, skills, and fresh perspectives to initiatives that strengthen both ecosystems and communities.
Student Leadership Supporting Regional Resilience
One of the club’s key areas of engagement is participation in the Spirit Lake–Toutle/Cowlitz River Collaborative, a multi-stakeholder effort focused on long-term watershed resilience, flood risk reduction, and environmental sustainability in the Mount St. Helens–Cowlitz River system.
Spirit Lake–Toutle/Cowlitz River Collaborative (SLTCRC)
The Spirit Lake–Toutle/Cowlitz River Collaborative (SLTCRC) brings together federal, state, local, tribal, academic, and community partners to address complex challenges associated with sediment management, flood risk, infrastructure protection, habitat restoration, and long-term planning following the 1980 eruption of Mount St. Helens.
A Regional, Multi-Stakeholder Partnership
Lower Columbia Rotaract members support this collaborative by:
- Attending public meetings and technical briefings
- Assisting with community outreach and educational activities
- Supporting research, documentation, and public communication efforts
- Building leadership capacity among students around environmental governance

Role of the Cowlitz-Wahkiakum Council of Governments
The Cowlitz-Wahkiakum Council of Governments (CWCOG) serves as the convening and coordinating body for the Spirit Lake–Toutle/Cowlitz River Collaborative. CWCOG provides neutral facilitation, technical coordination, and public engagement support to ensure that decision-making is inclusive, transparent, and informed by sound science.
Regional Coordination & Public Engagement
Key CWCOG responsibilities within the SLTCRC include:
- Organizing and facilitating collaborative meetings
- Coordinating between local governments, agencies, and community partners
- Managing public information and documentation
- Supporting long-range planning and policy alignment
